A national call to act on food insecurity in Budget 2026

Food insecurity in Canada is at crisis levels—but it is preventable.

What the submission calls for

To make lasting progress, the federal government must address the root causes of food insecurity.

Our recommendations

1. Set a national target

Commit to cutting household food insecurity in half and eliminating severe food insecurity by 2030.

2. Strengthen income supports

Make permanent and expand the Canada Groceries and Essentials Benefit to provide adequate, predictable support to low- and modest-income households.

3. Expand the Canada Disability Benefit

Ensure the benefit is sufficient to lift people with disabilities out of poverty and remove barriers to access.

4. Fund Indigenous food sovereignty

Invest in Indigenous-led, land-based food systems through long-term, flexible funding and support for community knowledge holders.

Why this matters

Food insecurity has serious impacts on health, education, and community wellbeing.

It disproportionately affects:

• Indigenous communities
• Black and racialized communities
• Single-parent households
• People with disabilities
• Low-income workers

But it is also preventable.

We know that when incomes increase, food insecurity decreases.

Budget 2026 is an opportunity to take meaningful action.
